Default hearing?

After 8 yrs on FMEP, I  found out that I can request a default hearing, which  I can't attend! And does this mean they put out a warant for his arrest? Default hearing is when the payor appears in front of a judge and makes an agreement on paying arrears. But  they can't even find him to send him mail, how are they gonna get him in front of a judge, unless a warant goes out, which I truly wish, end this.
